When the mussels are completely thawed, rinse them under cold running water, then put them in a dish and set aside. Peel the onions and rinse under cold running water, pat dry with a kitchen towel and place on a cutting board. Chop the onion into small cubes, also chop the green onion, chop the garlic. Place vegetables in a small bowl and mix thoroughly.

Take a large deep frying pan and pour the vegetable oil into it, heat well over medium heat. When the pan is hot enough, place the mussels and the onion, green onion and garlic mixture on top of it. Fry the ingredients until golden brown. Next, in a small bowl, combine the soy sauce, ground ginger, powdered sugar and vodka. Pour the mixture over the seared mussels. Continue to fry the mussels until cooked through.
