In a shallow bowl, combine oil, garlic, lemongrass, chili, salt and pepper, add shrimp and stir. Cover with cling film and marinate for 10-15 minutes. String the kebabs. Grill the shrimp on a preheated grill or grill for 2-3 minutes on each side. Serve sprinkled with herbs and garnish with lime wedges.
