Gently drain the oil from the canned cod liver oil and mash the cod liver well with a fork. Hard-boiled eggs, cool, chop with a knife and add together with finely chopped green onions to mashed cod liver. Wipe the champignons thoroughly with a damp towel or napkin and cut into slices. Finely chop the peeled onions and fry with the mushrooms in vegetable oil until golden brown. Then add bell pepper, chopped into thin strips, salt and fry until tender (7-10 minutes). Fry the frozen dumplings on both sides in a deep frying pan with heated oil. Put the mushrooms fried with vegetables to the dumplings, pour in 50 milliliters of water, cover the pan with a lid and simmer the dumplings until cooked for another 7-10 minutes over low heat.
