15 medium (8 large) potatoes, 1 kg minced meat, a glass of long grain rice, 1 bell pepper, 1 large tomato, herbs (dill, parsley), salt / pepper to taste, 250 ml hot milk, 30 g butter, half a cup flour top grade, 2 chicken eggs, any kind of hard cheese

Step 1
Boil the potatoes until fully cooked and begin to crush, while adding hot milk, butter, chicken eggs, flour (do not pour out all at once, but in a thin stream), herbs, salt.
Step 2
Boil rice. Fry the minced meat in a pan with vegetables, simmer until the liquid evaporates and is fully cooked, add boiled rice to it, mix.
Step 3
Put the first layer of potatoes on a baking sheet.
Step 4
Put the finished minced meat on the first layer of potatoes, after which we repeat the procedure. We coat the last layer with mayonnaise.
Step 5
We put in a preheated oven to 220 degrees for 15-20 minutes.

2-3 minutes before cooking the casserole, sprinkle it with grated hard cheese, leaving the leaf in the oven to melt the cheese and eventually turn into a crispy crust.
